Will these services be provided to the same target audience? If not, you're going to have a hard time creating a tagline that simply describes a key benefit. If it is the same audience, please describe in detail who you're targeting (location, demographics, etc.)?

    Dear Danny,

Regardless of how good a tag line is (it might be best to leave the punch lines to the stand-up comedy sect), a tag line alone will not and CANNOT brand a business.

All businesses, products, goods, services, and professions are branded when something they deliver, when something they offer or promise connects with a deeply felt need on the part of the client, customer, or consumer.

At the moment, your business model and the services you offer appears to be all over the shop. This means that in order to brand yourself, you need to focus on one thing. A single tag line alone won't help you.

What are your core strengths? Which area are you most dominant or best known in or for? Pick one are and use the benefits you convey from that area as your branding springboard.

    I hope this helps.

One good "punchline" might be "Totally Unfocussed" or "Knocking myself out trying to fit everything into one entity"!

Which country is this company operating in?

You have several business concepts here that don't work together at all. You should consider splitting up the businesses into separate pieces as follows:

    1. HR Services and Organisational Development

    Recruitment, HRD Consultancy, Training

    2. Marketing and Distribution

    ...whatever you mean by that.

    3. IT Services

IT Management, Solutions, Web Design (some crossover between the marketing business and the web design function of the IT business, perhaps?

    4. Community Service Organisation

NGO offering services to homeless and other marginalised people

In some circumstances the HR and IT businesses might have crossover, e.g. if you are offering "body shop" contractors to fulfil short term IT service contracts.

Other than that there is so little connection between the businesses you might be best advised to focus on the one that has the best chance of success and leave all the others until you have $1Bn per annum revenues in your first business.

    Cheers
