Can you provide answers to the questions above (from Phil and JackieC)? It's all but impossible to do a good job with taglines if we don't have that information.

Even from your point of view, how are you going to decide which tagline to use unless you answer those questions (for yourself)? What are the criteria for picking a winning tagline?

The companies name is "Dynamic Web Portal" The tag line should stress on the way the website is made i.e. creativity uniqueness. The end user would be having the complete control on its design as the entire portal is developed in such a way that the end user simply has to click and drag layers of graphic elements to design their website. And the end user can do textual and image changes at their own end with the help of any web developer. A tag which stresses on this design customization aspect would really help.
