I am starting a consulting service that focuses on compliance programming in social services and behavioral healthcare. My intention is to market to agencies that are regulated by city, state and local regulations in an era where they are being held to a higher level of accountability.

Compliance programming gives the agencies the piece of mind that their operations are compliant with regulatory expectations so that when they are auditing or a crises occurs, there will not be a high level of risk to the agency.

These are predominantly non-profit, city funded agencies that do not have a large amount of cash flow so I need a tag line that grabs their attention and moves them onto the sales letter/advertising material that convinces them they need the service.

    I don't understand the connection between the fact that your target audience "do[es] not have a large amount of cash flow" and your need for "a tag line that grabs their attention."

    If they DID have a large amount of cash flow would you NOT need a tagline that grabs their attention? What's the connection?

    It seems to me you have a strategic issue because you want to sell services to clients without much money to spend. It would be interesting to see your business plan; it's hard to make much money when you're selling to organizations that are under-funded to begin with.

    You need a strong and compelling reason that they need you. Once you have that, the tagline will be easy. Taglines don't substitute for a solid business strategy.

    The tagline (alone) won't grab them. "Piece of mind" won't grab them. Bottom-line results will grab them. Do you have case studies that document the short-term AND long-term benefits to working with you (or, since you're starting, others' case studies)? Focus on their payback cycle and if you know of resources that can help defray your clients' costs, make sure to share them as well.
