a cultural fest has to be organised around the idea of carnival,fantasy or on a sea theme.i need a tagline of not more than 3 to 4 words.

Is there a name for this event? Where? What do you want the tagline to communicate? Why does the fest need a tagline?

What group is attending? All ages, women only, teens, troubled youth? Just trying to identify what target groups they are working through

If you do a sea theme, it will imply this primarily is for seafood.

If not, then stick with the Carnival theme.
