Serving what clients? Located where? What level of security?
How is the agency noticeably different from its competition?

Residential or business? Is the company name clear enough to indicate the service offering or does the tagline need to cover that aspect?

Who is the target audience? Where? What do you want to communicate? What's the name of the company?

Why do you want a tagline? What do you expect it to do for you?

It also needs to be something serious and strong-sounding, not catchy or flashy or whimsical as that doesn't demonstrate seriousness if your service offering. The key words that come to mind are "fortress" or "Safe". If you are going high-tech on your focus, then using "Cyber" is the name is a suggestion.
