I need to find out if a tagline I'm considering is already being used

Google search. Review trade journals. Ask industry experts. Document what you've done. If you don't find anything, you will probably be safe using the tagline.

I second Michael's advice: Google, Bing, Yahoo! MSN, and the trademark office of whatever country you're based in.
