Brand Rationalisation

My company has recently merged with another in the same Retail Food Category. Hence we are now the custodians of 2 significant retail brands that sell to the same target market, but have different regionalised loyalty. (ie: Loyalty to the brands differs by state.) After much consideration, we have now decided to merge these 2 brands. What is the best way to do this without alienating the regionalized consumer base. Is there a 10 point checklist?
