Marketing Configuration Management Software

I am a marketing coordinator for a small business. We don't really have enough money for a marketing budget so I make use of the internet. I find my potential clients doing online research and email the clients introducing our product and send them an attachment explaining the product details. I then follow up with a phone call. Most of the responses I get right now are "we'll call you if there is a need of your product in our next contract " Or "please register through our small business site." Standard responses.

However, I do not know if my letter is powerful enough to get attention or perhaps it goes straight to their deleted emails? It's really a simple letter introducing myself, our company and our product. But I think I may need something more catchy.
