SWOT and PEST or PESTLE are great tools for DATA capture of environment scanning, but they themselves are not strategic planning tools.
Sure they are part of a strategic planning process... but that was not your question.
you also mention CORE COMPETENCY and PORTFOLIO ANALYSIS - these again are data capture techniques.

As for which two would you use - all of them! core comp forms a part of a good SWOT, as does portfolio analysis. the PESTLE provides the CONTEXT in which to interpret the data you have identified.

Then with your mission/ strategic goals in mind the data is used to formulate a plan based on knowns and unknowns.
