How To Write A Proposal For A New Position

I am an activities director for a large company and there are 10 others in my same position. I am interested in proposing a Regional Director position that all the activities directors would report to- currently there is no position like this and we are finding that we have no "go to person" for our issues and concerns, policies and procedures etc... how would I go about writing this proposal? What should I make sure to include? How do I sell this position and the salary attached to upper management?

    When proposing a new position to management, here are some tips:
    1) build a job description based on organizational improvement
    2) conservatively estimate the savings in resources, manpower and other expenses that would be driven by the position
    3) develop information about improved quality, delivery time and other related offshoots of the position
    4) list the best qualified candidates credentials
    5) if you believe you are qualified, be sure to cover yourself with fellow workers.

    You should MAKE yourself the go-to guy before you start designing a position. that way, you don't design a position for someone else.
