Business Factors?

I wondering if you can help to know what do we mean of business factors? And what might be the business factors of a public agency?

    Business factors, like: competition, regulation, political climate, economy, bus taxes?

    "Business factors" is not a term that I have heard used, so I suspect there may not be a standard definition. if we could hear the context it is used in, we may be able to understand what is meant by the term.

    What advantages? Would you rather do business in a place with 43% business taxes or 23% bus taxes? Would you rather open a business where there is little competition and many customers or the inverse? Would you rather compete in an industry that is de-regulated or regulated? Does the political party in power benefit your industry or rail against your efforts? A little research can go a long way.
