Why Is Less Money Spent On Pr?

Hi there.
I've been given a research question in one of my third year courses that is a straight forward enough question, but i am finding the answer much more complex.
The question is:
Why is less money spent on PR than advertising?

so far, i have come up with enough answers to write a book, which means if anything, i need to narrow down my options. one of my main starting points has been "the fall of advertising and the rise of pr" by Al & Laura Ries.
i want to know what anyone else thinks, and if there are any short(er), simpler answers. if you have any other research suggestions, i will be forever grateful.

    Since you're only looking for opinions....

    PR is less measureable. That said, most advertising is not measurable; meaning that it's not good advertising. Good advertising produces measureable results.

    I'm measureably biased.

    hi!
    A certain PR activity is limited to specific place or location where the activity is undertaken, where as advertising concerned it can reach far away with short span of time.
    Hence Advertising is given more imp than PR

    With advertising, you control the exact message: where, when, look, and details.
    With PR, you seed your message, but rely upon others to interpret your message and decide IF they should pass it along.
