Any business dealing with exporting livestock is not going to be easy or cheap to start. What I don't understand is why a computer engineering student isn't considering a career in computers.

You need to look at your interests, and what you are good at to figure out what kind of business to start. Starting a business just because it's cheap, or because you think there might be a market for it, and not because it's something you love, is often an indicator that you won't succeed.

Make a list of what you like to do, and what you are good at. Then look at how your lists matches a need in the marketplace, and make a list of the possible businesses you can start that you would really enjoy doing. From there, you can systematically delete the ones that cost more than you have to invest, until you have a short list you can do some deeper research into. Research the market, the costs, and what is involved, and you'll come up with something you want to do, will enjoy doing, that has a market looking for it, and will pay you a living.
