Fit A Regression Line In Business Forecasting

I have 2 time series- crime rate and average prison sentence per 1000 000 people according to years(1960, 1965, 1970...-till 1990) -f.ex. in 1960-crim.rate=14.3, prison sentence=18.4, in 1965 .cr=18.2, pr.sent=11.6..so on;I tried to fit a regression line, but I always receive b=slope negative in equation y=a+bx , that i doubt it corecctiness , Could u tell me the reason? I write crime rate as X, and pr.sentence-as Y-as dependent variable, am I corecct?

    Interpretation of your results, given a negative slope coefficient, would indicate that when prison sentences are low, the crime rate is high. This could make sense - think about it. If the consequences for crime are high, then the crime rate goes down. When the consequences are low, the crime rate is high.

    Does that make sense to you?
