If you include the link in the thank you/confirmation email, you'll help ensure that you're given a valid email address.

So long as your report has all your contact information/copyright on every page, it shouldn't be a problem for you. If people share the information, your contact information goes with it.

A link to a secure web page where they can download a PDF is standard operating procedure for this.

What you can do to limit the spread of the PDF is to embed the contact information of the requester in it (i.e., "Customized for: John Doe, 123 Main Street, Anytown, NY johndoe@gmail.com)
Then, spreading the PDF will point back to the spreader, which might not be desirable to them.

In distributing whitepapers in the past, I have employed a combination of all strategies mentioned:
    1. Send an email with a link to download the pdf immediately. If you require registration, make sure your form is completed before they can get the download.
    2. In addition, send an email with a link to download the pdf.
    3. Post the report on your website or blog as well. If you want, require registration to download it. You can build an archive of articles/whitepapers/reports on your site/blog to drive traffic to your site.

I have always done all three. Generally I have found that traffic to the site is highest, once users know that this information is available there.

I think it is very difficult to prevent passing of documents. You have not mentioned that you are concerned about this. Generally, the more your report is passed around, this acts as effective promotion for you/your company. If you want to try and minimize passing of the report, Jay's suggestion is probably a good one. You can also require registration to download the report, probably ensuring that most individuals who complete the form are seriously interested in the information.

The idea behind the white paper, I assume, is to get subscribers to your email newsletter (i.e., leads)?

If that is your motivation I would not worry too much about people sharing it and so on. Sure, someone might share it with a friend or two but that would be possible prospective customers that would learn something from you and might become interested in entering your sales pipeline. You WANT people to distribute the white paper to their friends. That is WORD OF MOUTH one of the most effective ways to spread the word about your products or services.
