Start by clearly identifying your primary target audience. Find out what they need that they aren't getting now. Then develop a product or service that will provide that benefit in a unique way. Then develop a marketing plan to generate awareness of your product or service among that target audience.

When you have that, figure out how much it will cost you to reach that market using the marketing plan you've developed, and plug that number into a detailed business plan to see if you're likely to make a profit, how much you'll need to invest, and how long it will take you to recover the up-front investment.

Um, it almost sounds like you are looking at this backwards. marketing by social media is one way to promote a business, but shouldn't necessarily be the goal. The goal should be to grow the business (whether sales, profitability, or some other measure, depending on the business). You should be looking at the business and determining the best route for it given its business condition and resources. That route may or may not be social media.
