Setting Up A Marketing Function In An Ngo

I am currently working for an NGO that has no marketing functions or marketing department. Money is a constraint, i have no real budget, But i must set up something by the end of the year. How do i get started, or rather, where should i start?

    What are the specific goals for your NGO marketing?

    Where are you located?
    Who do you serve?
    Do you have a website?
    Do you have staff (but no budget) or no staff/no budget?

    Dear Alison

    NGO’s have a charter and a set of aims – before we can give you any focussed advice we really need to know more. Like where are you working, which is your sponsor organisation (Oxfam, the UN, Red Cross etc) and what are your objectives from marketing the NGO.

    On a non existent budget, NGO’s can have their work promoted via all the social networks, but if your aim is to raise cash, then there are a totally different set of objectives and different rules to work by.

    Could I ask for clarification please
