Scope Statem.(pm)-market. Campaign Budget Estimate

For a course project management, we have to produce a scope statement for a project concerning marketing for a big athletics event.
The total budget of the athletics event is 1 000 000 Euro (no infrastructure).
We'll do the project management part and hire experts (marketing consultancy firms) to set up the campaign.
The marketing campaign may include different types of marketing.
After a lot of searching on the web II estimated the budget approx. 7% of the total budget.
Is this a correct estimate or should it be changed ?
Does anybody know of a site (link) where I could get more info concerning marketing and project management ?

    The cost for a campaign can vary widely based on the people/consultants you hire, the media you use, the frequency of message, etc. So, your estimate may be spot-on or widely off, depending on these variables. Why not contact a firm to ask them for ballpark estimates based on your creative brief for the campaign. If you don't have one, create one -- it'll answer many questions such as those I've asked.

    The % may vary, it can also decrease above certain amount of a project cost. Take that to consideration.
