Outdoor Skating Rink Proposal

The main objective of this proposal is to provide students with an outdoor skating rink close to their school in order to reduce traveling a great distance to such a facility. Another benefit of this proposal is that the community would use the skating rink for the same reasons noted above.
The skating rink proposal focuses on building a healthy school which uses recreation as a vehicle to attain positive outcomes for the entire community. While it is a short term activity, we feel it is a sustainable activity that can occur year every year and worthwhile project that benefits the entire school and therefore, the community too.
I want to put a simple proposal together but I am not sure what content needs to be there. My budget needs to be less than $5000.00 over the course of the winter and my time line is the proposal written within the week. I will get the funding and volunteers to support the program. The liability insurance is not a problem from the school and I am confident the community insurance will not be an issue either. Otherwise, the community residents and the school board are on board with the rink. I just need to make sure I have the content and the right equipment to put the rink together. This is where I need the help. Has anyone built an ice rink at a school and written a proposal? Any assistance would be appreciated. Thank you.

    There are several rinks near my house but the closest one is an outdoor ice pond, exactly the shape and size of a hockey rink. Maintained by the park board. Used constantly. No boards. Just dirt mount (probably 18") that keeps the water in to freeze. Not deep.

    I wonder if this might be an easy test for how much use you would get? The park district's insurance would cover it and you'd easily be able to come under $5000

    We used to do scratch rinks in Scotland using Brine Freezer Technology. The key thing is the base - get sponsorship for a stable foundation. The refrigeration in a cold climate is inconsequential and can be purchased second hand as commercial places upgrade.

    My only doubt is your budget - over here, perhaps because we do not usually have the extended cold season you do, the running costs are higher and the infrastructure more costly.

    The best way would be to find a family like my wife's - they built their own at Glen Darule and then let the locals use it all winter until they sold the estate! I’m told that Sir Stafford Cripps and before him, Beatrice Webb used to skate there.
