Quality backlinks are going to come from people that you are already doing business with. They are also companies that are a good match for what you do. Not knowing what that is, it's hard to say.

Remember it's like a referral. Unless your goal is just to drive traffic (and any "farm" can do that for you) you want to be very selective.

You want quality backlinks for SEO reasons? Than my advice would be: look for websites within your domain. I mean, if you sell cars, search websites that specifically handle the subject car. Next: look what the pagerank is on the page where you are getting the link and the general pagerank of the website. If the pagerank is higher than yours, this will certainly be a good thing to do. Search for directories, blogs, media within the subject. Make a fanpage on facebook & promote it on your website. Be sure you're in google maps with a profile and create a twitter account. Keep these things alive!
Last but not least: make sure that there is not a "no follow" tag on the page or link.

2 key places to get backlinks from:
1. Sites that are outranking you for specific search terms. My site ranked at the bottom of page 3 for a term, I reached out to the top 10 sites coming up for the term for a backlink, 7 provided it. We are now #1 for that term.

2. Identify the backlinks of your top keyword competitors, if they are working for them they should work for you!

Also make sure you request to include the search phrase on the alt text of the link pointing to your site.
