I would start by drafting up a marketing plan. The process of making a plan involves going through and determining where you stand now, and then trying to figure out what is best for you to do. Here is some info on marketing plans:
    https://en.wikipedia.org/wiki/Marketing_plan
    https://www.quickmba.com/marketing/plan/

The format of the plan is not important. Just make some headings for the categories and then start filling in what information you already know. Look and see what information you don;t know, and then try to figure out how to get that inf. Once you have enough info, you can start figuring out what the company needs to do.

Trying to develop a good marketing plan when you've never done it before can be a real challenge.

You should probably start with a clear definition of what it is you are trying to accomplish as a company, and the role you expect the marketing function to play in that larger picture. (It's not enough to say, "We want to sell a lot of stuff and make a lot of money.")

Once the objective is clear (and measurable), then it's time to decide on the overall strategy. Often a SWOT analysis can be helpful at this stage.

Then you break the overall marketing strategy into component parts ... following the traditional elements of the marketing mix, as appropriate.

Once you've done that, it's time to develop specific plans for each of the strategy elements and cost them out. If the total cost is too high, then you either have to find alternate strategies (or tactics), or you have to adjust the objective to be more realistic.

The thing you do NOT want to do is develop and implement a plan that is guaranteed to fail. By that I mean you don't want to (a) overspend the marketing budget, and (b) fail to deliver the objective!

    Hope this helps.
