Various companies use different titles for different things, so it is hard to give a description of what these titles cover that match the company that is of interest to you.

In general from what I have seen, business development is a role that is partly sales and partly marketing. Often involves making arrangements with other companies who you would partner or work with. A business development person would be the type of person who would get a software product pre-installed on computers that another company was selling.

Marketing specialist is a very vague term, and can be used from everything from telesales to a administration to marketing. As a specialist, not a manager, it is generally a lower level position.

one practical way to learn more about this would be to search some of the job boards (e.g. monster.com). You can look up job listings from IT companies for business development, and for marketing, and compare the job descriptions. Good luck.
