It does depend on what rural areas we are talking about. In the Australian outback schooling by radio transmission has been the norm since the 50s. These days it's all internet of course. Most of Africa has some kind of mobile telephony service these days - and each village will have someone who has a stall and hires out their mobile by the minute!

So it really depends on where you are. There are places that are still remote - and others that would seem so only aren't.

Rural areas in the US often have festivals or events that gather people from several small towns. For example, a county fair or an auction. Another opportunity is billboards on the highway to a larger city. But your best bet is word of mouth like Gary said. If I wanted to reach a more rural audience now a days, I would probably start off with a Facebook campaign targeting specific cities and counties.
