Because if you don't know what you are trying to accomplish, you won't know if you are headed in the right direction, and you won't know when you're there. Goals are important not just in an organization, but in life (i.e., for individuals). Same reason.

Risk is anything that keeps you from achieving your goals. So, if you have no goals, how do you know if you have any risks to address? Be careful how you use terms...there are mission statements and visions, which is very different from goals/objectives.
