Definately keep away from link farms, and mass directories, google definately ignores them, your site will not get penalised for using them, its just a lot og work for no return.

Look into Arelis (www.axandra.com), its a nice piece of software that will help you generate and manage a link management campaign.
I have used it successfully for a number of clients.
