Critique Of Website Look Not Functionality.

I would appreciate your feedback on the layout/look of my website only. I am still working on the functionality (links and navigation bars are not working properly).

The current website is [inactive link removed]. I am in the process having it converted to [inactive link removed]. Hopefully you can still view my website in this transition.
The look of the website is similar to my competitors and the expectations from our clients (corporations) They are more focused on content than "artistic flair".
Any feedback would be appreciated.

    Thanks for your valuable feedback vevolution- I understand what "not to do" from your response. Not exactly clear on what you are trying to communicate as the "to do" website look. Do you have any helpful examples of what I might want to include?

    Thanks so much Michael! When there are specific details like yours in the response it does not sound harsh but extremely helpful.
    In response to your reply, I am interested in more tools that I could use (since I am doing this myself) or some site specific recommendations from you -how would I go about doing this?

    Vevolution-no apologies necessary... the layout would be no different- the reason for the two websites is just converting a domain name. Just like Michael's response- if you can be specific as possible such as what makes it look 2000 and what can I do to change to 2006 that would be really helpful. I can only improve the site if I know what specifically needs to be changed.

    I would discontinue the amazon link. A link to specific amazon books that deal with HR and perhaps a book review for the hr professional would be helpful. A straight banner type link is a distraction. IMO
