The difference between 1) Building and finishing a house, and 2) Painting, window treatments, and furnishing the house. But... there must be coordination between these areas in order to end up with a great home.

Web design focuses on the visual appearance of a website -- colors, typography, graphics, page layout, etc. -- while website development includes site such things as navigation, functionality, and ease of use for the target audience.

The two functions are obviously interrelated and often used interchangeably. In some cases website development includes web design services (but rarely the reverse).

Developers tend to focus on the mechanics of the site: its code, its structure, its form, functions, and operation, and its architecture. Design focuses on the aesthetics, on the visuals, and on the user experience (UX).

Depending on who you talk to, these terms may be interchangeable or very different (as others have stated). Generally design is the planning and development is implementation. And then there's testing (to ensure that development matches design).
