There no info here at all...for example:
    Is the filming on location?
How many participants (talent) on the script?
Where are you filming? country? city?
How many props will you use?
    What about music?
    Any animation?
    Any model building?
From my experience it can cost you anything between $50,000 to $500,000, and that is for big clients. So here is the final question: how big is your client?

The production cost is not really the issue here. it is the air time to actually get it on screens.

What country are you talking about? USA? or other?

IS it going to cable tv? or local channels or national exposure or International exposure with CNN or similar.

You budget starts from $10,000 per 30 second showing on a cable network and goes up to $1,000,000 per 30 second showing on international networks so you need to go to a real ad agency with strong media placement experience and put together a real budget for this.

As stated above pure production costs (not media costs) can range anywhere from 10K to a million or more for a :30 spot. It really depends on the acutal execution.
