Just Hired As Dir Of Marketing For Staffing Co

I've recently been hired as the marketing director for a small start up staffing organization. We currently have 0 people employed and are looking for advice or ideas to make business contacts and potentially send out our first temp to be employed. We are the only staffing company in our regional area to certify our employee’s in the Georgia work ready program before sending them out to a prospective employer.

Here is a little information about the program.

We test the employee in our facility and certify them before they are sent out to the workforce. What would anyone suggest we do to get our foot into the door with prospective employers that have the “I am not looking to change staffing company “mentality?
