Tactics For Affiliate Marketing A Chain Of Stores

Whta are the best tactics for affiliate marketing?
I work b2b with two hats on; my first as a business developper and secondly as a marketer. I'm an account manager for a travel company and want a travel agent client of mine to work with a branch of stores promoting my product. This will be my first venture in the real world having only tried web affiliate marketing.

    What makes a good affiliate program that motivates people to work.
    Product/Service must be of good value.
    The commission must be worthwhile, and if possible offer lifetime residual on new customers brought in.
    Two tier if possible.
    Well done pre-created sales material, banners, copy, etc. to match the main situations.
