A real thief doesn't use a door hanger on the door as the primary clue to whether a house is empty. I've seen houses with door hangers on their front door for several days or weeks, because the residents use the garage door or other point of entry into their home.

My suggestion is to keep a list of addresses who complain, and don't deliver to them anymore. If people don't like ads hung on their door, they won't respond to them, so you'll be doing yourself a favor; you will only be delivering to homes more likely to use your services and you won't be getting the angry phone calls.

As for safety, talk to your local police department and ask them.
