i only can tell about online campaigning:

1. setup and live a www.myspace.com profile (add songs, videos, pictures and make friends as much as you can)

2. use www.youtube.com for your music videos or live concert videos, behind the scenes videos

3. user www.twitter.com for a live feed what you as a musician are doing, thinking and feeling. make people follow you. tell your story.

4. make a profile on www.facebook.com and open up a fanpage. integrate your youtube videos, make picture gallerys, add free downloads. use the "message to fans" functionality to let the people know about news and concerts (similar to a newsletter)

5. use www.flickr.com for your photo galleries

6. use www.linkedin.com for the business contacts. to search for people in the business and to make yourself findable for them (scouts). maybe also helpful to find concert location managers.

it's a lot of work maintaining all the profiles, staying up to date and providing people (becoming fans) with content they are interested in and come back again and again. don't forget to give something for free from time to time (e.g. free song download).

the question is if you also want a website for yourself additionally to the profiles on the online communities mentioned above.
