I'd familiarize myself with the publications that are read most frequently by my target audience and approach each one with an angle that fits with their primary focus and tone.

The most successful PR campaigns are based on an up-front understanding of both the reading habits of the target audience and the publication's distinctive personality. If possible, get to know the editors/reporters for key publications. They'll give you some good suggestions if you can get their attention and give them useful copy that isn't blatantly commercial.
