Have you done a brief SWOT analysis? That would be a good starting point.

What are the most important selling points for your property? Why do the current tenants live there?

What are the biggest drawbacks? Why do people who look decide not to rent there?

What improvements might make the property more attractive? Or is it a price thing? Or the neighborhood?

What are the nearby businesses or parks or attractions that might be good draws for the property?

It's hard to give you advertising or promotion ideas without understanding the strengths and weaknesses of the specific property, the surroundings, the local economy, etc.

If you are looking for subsidized renters, contact area agencies that help families, homeless, etc, and leave information for them on your application and screening process. Also, churches with programs that help bring families from war-torn countries need places to house them. Let them know of your availability, ask them about their reimbursement process, etc, i.e., when and if the families take on payment for their dwellings, etc. These agencies will also have good ideas for finding occupants.
