    A couple of quick things.

The font is pretty small. I think it should be larger to be easier to read. I was not crazy about the loud sound effect when the page loaded.

The copy is written from the point of view of what the company does instead of what problems they can solve for the customer. Copy should be directed toward the client. What problems do clients have that this company can solve. Poeple like to find solutions.

People looking for IT solutions might not know the various lingo that is used in the menu. Think of a solution oriented approach.

I think what you should do is help them leverage inbound marketing to attract more business to thier company. Start with a free Website Grader report about the website and then check out this free website redesign webinar.

I also would never include major company messaging in Flash. The logo's in the flash file, and if you don't load the flash, you don't see the logo.
