Pay Per Sale Programs

Do cable and network television broadcasters ever accept a proposal in which they (and the air time buyer, I presume) are paid a "higher fee" as a commission for actual sales. If so, I imagine they use the 30-60 second ad during slots they have not sold. Can anyone shed some light on this question?

    Remnant space is always available to buy, but it usually gets offered to the best customers first. Then to the people that pester them a lot.

    I do not know of any stations that will do a per-sale deal. If anyone can give contact info for stations that do this, I would also like to see them listed here.
