There's actually a fair amount of general tips for marketing wedding planning business online. Enter marketing wedding planners to find them

Email marketing is always useful. Your problem is finding the right targets, since it's clearly not a general population kind of thing.

I'd roam around places like Brides.com (they appear to sell their mailing lists). But you're likely not going to get email address so perhaps you're dealing with direct mail (use amazing mail or similar to build and deliver postcards etc).

Read the ads from other planners and see what their selling points are. You're USP is not going to be "really beautiful weddings" because everyone promises that. You might want to deal with the "worry free" or "always responsive" . . . or something like that: things that deal with the people and their requirements, not with the wedding itself.

As far as permission marketing goes, my own personal advice is don't worry about it. CAN SPAM does not require permission to make an email legal . . . it basically requires honesty in the email. You can read it in full on the web and you'll see what I'm saying.
