Distill your message to the client company down to a paragraph. Give them just the nugget you want them to remember. It will probably be closely aligned with your company's positioning and the key benefit you offer your customers, but it will be applied to their specific situation.

Avoid the temptation to make the cover letter too long or to use it to restate your proposal. The shorter and more crystallized it is, the more impact it will have. If you really want this project, you can say something about how committed you are to exceeding expectations, but be aware that everyone will probably say that.

Above all, do NOT use a template. Compose the cover letter yourself and give the client a compelling and memorable statement about what they can expect from you and why you're right for this project.
