Need Help With Marketing Inbound Travel Agency !!

I own an inbound travel agncy selling holiday packages to Maldives and Sri Lanka.
My sales is dropping. If you guys want to see my website, its www.nevomaldives.com.
We work on B2B and B2C as well. Now, my main concern is finding good tour operators and agents in other countries and also Free Individual Clients abroad, by somehow advertising over internet or their local megazines or newspapers.
Can any one suggest me a low cost way of advertising and getting good exposure.
