Even though you're local, you probably ought to have a simple website with basic information, and a local PPC campaign. You don't pay for anything until someone clicks on your ad and indicates interest. You can also specify where the ad appears (geographically), so your ad would only appear on computers within a few miles of where you are.

You might also post an ad/flier on local bulletin boards ... in the supermarket, drug stores, etc.

If you want to spend a little more, consider a flight of ads on local cable television. They're surprisingly affordable, and the cable company will probably produce your commercial free if you commit to a modest schedule. (It could be cheaper than radio or newspaper advertising, depending on your specific market.)

Team up with local pool cleaners - they know who has in-home pools. Offer to pay for each referral they generate.

I would take a look to see how the local dog walking services are promoting themselves, as your business is very similar (service done at client's home, client's are generally affluent, etc.).

I agree a web site would be important, though not as sure about using a PPC campaign just yet. Most of these folks have advertising on their vehicles.
