Location!!!location!!!

I just recently went back to my job at a salon that's located in the downtown area,right on Main St.but no one knows that we're there.We are inside of an old historic building. I need to figure out how to not only promote myself,but the salon as well.The guy that I work with says that"he only knows hair"so I don't know where to go from here.The salon has potential,but I need some advice.Please Help Me!!!!By the way I am a nail technician/make-up artist/stylist and there is no one else doing natural nails around us.So Please

    What are your signage restrictions?
    What is your budget?
    Who are your neighbor businesses in the building?
    Can you team up with one of them to do a hair/nails/clothing show?
    How about offering a special Mother's Day event?
    What about hosting a visit from your local retirement home (or women's shelter) (deeply discounted hair & nails) as a PR opportunity?
