Setting Of British Airways's Call Center Abroad

your consortium is planning to invest in setting up a call centre on behalf of British Airways. You have limited resources and will only be able to select on country to set up the center. There are two countries, France and San francisco, are under considering... which one is better one ?

    sorry if this sounds harsh but if you look at past questions you will see the more effort you put into the question the better your answer will be.

    Why are there only two countries to consider?

    And how long has San Francisco been a country?
