Above The Line Personal Loan Campaign

I need to advertise for our Personal Loan product in the local newspapers to help drive up the sales volume. My product offering is similar to other banks & does not have a very competitive edge.
Need some ideas on a campaign that will work - lower interest rates is an option but I dont want to emphasise too much on that since it impact the revenue line. Not sure if a gift with each loan works... does anyone have any ideas? Would love to hear some tried & tested ideas that worked.

    I prefer measurable results.

    A headline like "What's behind that low, low rate?" followed by an easily-remembered website like www.IsLowReallyLow.com where they can register for a "loan checklist" or newsletter or something else would be my recommendation.

    Where? What country? Who is the target audience? What kinds of loans? How might people use the money they borrow?
