How To Ensure Store Visual Guidelines Implemented?

I wanted to know the answer to the following question. The company is GAP and the question is directly related to GAP.

The question is below:

Describe how you would ensure that store visual guidelines would be fully implemented.

    Organize a competition Raif!
    In practise what I've found out a powerful tool is to challenge your network to compete against each other trying to reach one meaningful prize. For example in your case set a prize like Caribbean trip or Paris for team who implements guidelines best and most creatively (adding value). Build a extranet forum around it where stores can send their pictures & materials, comment and discuss issues around implementation rules and problems. Make it ongoing on phases so the task will not get too enormous and you can continue implementation task week by week.
    This way you get also great stuff for next implementation and presentations. I would go to HR department to get bit of their budget to this action because it's an internal spirit & motivation building activity too.
