Why would you ask for our opinion on something like this? Is this supposed to be market research?

I worked on a concept a few years ago for this exact thing.

It was called "Nude Nut"

I think it has a place as long as it is classy, not Sleezy.

FWIW, I find the concept offensive and demeaning to women. (I'm assuming the topless barber is female, right?) How does being topless relate to a haircut, except to portray women as sex objects for male customers?

I may not be representative of your target audience, so take this as one person's opinion. I would not support that kind of business with my patronage.

That said, I like Jay's name suggestion! Very creative indeed.
