    How is the institute better/different from others?
    How can you prove it?
    Why a limited budget? Is this indicative of other financial problems the institute is facing?

    If the budget is too limited, that's probably a sign that promoting the institute isn't very important, or there isn't much value in it.

    If you have a genuine interest in your institution, and limited funds you can always use the Google display network - which when used carefully can get business people interested in what you do.

    Monmark - that is a most unhelpful comment. The education may not have anything to do with learning the English language. There are more important things in communicating than correct grammar.

    Next time you're in a bar, chatting, watch the number of grammatical mistakes you make so unwittingly.
