Tradeshows - Booth Costs Compared To Promotion

What is a good rule of thumb for the percentage one should spend on promotional efforts to increase booth traffic as well as post-show follow up as compared to the basic booth costs (not travel, hotel, etc.).

For example, if it costs $20,000 for booth space and setup is it fair to budget 10%, 20%, or 50% in order to best leverage the booth space?
