    TVC = TeleVision Commercial?

    If so, you might want to do a traditional quintile analysis. If your top viewing quintile has seen a spot x times, then it may be wearing out.

    Of course, that presumes you know what x is in your category. In some CPG categories it's 12. Others it's 20. Not sure there really is a common standard, especially when the commercial may also be used in online media.
