Have you gone to local small stores to see if they'd stock your chocolates?
Have you worked with local groups to see if they'd sell your chocolates (and receive a fee for doing so)?

There are several ways you could advertise: press ads, pay-per-click advertising, word of mouth, fliers in local stores and restaurants. However, you may want to resolve your legal issues before moving forward with things. If you're making home made, to comply with food safety laws you may also need commercial kitchen facilities.
