Acquiring Direct Mail Lists Of Hr Directors

For a jumbo-size postcard announcing new book publication (USA): how can I acquire a high-grade, multi-use mailing list for senior-level human resource and organization development directors?

I've already read some Forum tips about data freshness. Can you suggest the most "bang-for-the-buck" brokers and strategies? How do you acquire trade association and trade show attendee lists? Any other suggestions or tips greatly appreciated.
